Multilateralism of States and Societies:
Thoughts from the Pandemic
On multilateralism, two simultaneous processes are taking place: voices of distrust in multilateral forums proliferate while the defence of multilateral politics intensifies in the public debate. Has multilateralism failed the test of the pandemic? Or, on the contrary: if not for international institutions much less would have been known about the virus. What is multilateralism in the 21st century? Can societies be multilateral actors and mend what state policies fail to fix?
