Publikacja powstała po konferencji „In Memory of Rafał Lemkin, on the 60. Anniversary of the Adoption of the Convention on the Prevention and Punishment of the Crime of Genocide” zorganizowanej przez PISM we wrześniu 2008 r. w 60. rocznicę przyjęcia przez ONZ Konwencji w Sprawie Zapobiegania i Karania Zbrodni Ludobójstwa, której inicjatorem i współautorem był Rafał Lemkin.
