In recent years, the Baltic Sea region has witnessed a growing number of hybrid threats attributed to the Russian Federation. These include acts of sabotage against critical infrastructure, interference with satellite navigation systems affecting maritime and air traffic, state border violations, and influence operations aimed at intimidating and destabilizing European societies.

The White Paper provides a comprehensive analysis of these activities, examining their strategic objectives, operational methods, and implications for regional security. It also explores the challenges posed by GNSS signal disruptions, the risks associated with the escalation of hostile actions, and the ways in which civilian and military institutions can strengthen resilience and effectively counter such threats in cooperation with allies and partners.

The event is held within the framework of Poland’s Presidency of the Council of the Baltic Sea States (2025–2026), which continues until 30 June 2026. Strengthening regional security and resilience against hybrid threats remains one of the key priorities of the Polish Presidency.
